Hugos Give a 2nd Chance

I noted previously that the 2023 Hugos had disallowed certain otherwise eligible authors from the awards competition simply because the ceremony was being held in Chengdu, China and there were concerns about local sensitivities/laws. Nor did this happen in a transparent manner. In response to the outcry, trying to make it right, the Hugos are allowing a couple of the authors a second bite at the apple.
